Sounds pretty normal to me dude. My car has a diesel radiator (which has more surface area) and it does that. The reason it comes on when you turn the engine off is because the water stops cycling and the heat soaks from the engine into the water and trips the thermo fan micro switch.
It's totally OK for that to happen they all do it. Actually most cars do it.
You only need to worry if your temp gauge is going past about half way even when you are moving.

The thermo fan cycling on and off is normal. You're only doing short trips at low average speed and that doesn't give you enough airflow.
When you need to worry is when the fan come on and stays on. Normally once the fan kicks in it only runs for a few minutes before the temp drops back down enough for it to turn off again.
Sounds like it's working normally, when you hit the highways at 100Km/h you'll find it never kicks in at all. In the 'burbs it'll be cutting in and out all the time.
You shouldn't need a sparky to fix that dash, just the reg or another working cluster will probably be cheaper. Do a couple of searches, those regs have been a topic on here before. I just used my last spare one to fix the same problem in one of my Golfs. They're dead easy to change over.

Just remembered, i've got 3 (count them, 3!) complete dashes at the workshop. Let me know if it's your temp gauge and not your reg and i'll hook you up. I think one of them has a tacho in it too, if you need/want one.
Anyway if you need some stuff give me a hollar and i'll get the parts you want checked out.
